Hejin Project Promotion Center: Multiple Efforts to Fully Ignite the 'New Engine' of Project Construction

The total investment for the construction project of 18,800 tons of high-purity para-cresol per year is 468 million yuan. Once completed, it will achieve an annual production capacity of 18,800 tons of high-purity para-cresol, 600 tons of ortho-cresol, 600 tons of phenol, 40,500 tons of crude sodium bisulfite, and 8,500 tons of toluene sulfonic acid liquid. Recently, at the construction site of Shanxi Helong Fine Chemical Co., Ltd. located in the Hejin Economic and Technological Development Zone, the director of the city's project promotion center, Hou Xiaojie, introduced this.

The city's project promotion center firmly establishes the concept that 'projects are the primary support', adheres to the work requirements of 'project-based work and data-driven projects', and works with full effort to ignite a 'new engine' for project construction. So far, the city's key projects have completed an investment of 5.394 billion yuan, achieving 131% of the annual target.

A four-level management structure has been established. Our city has set up a four-level management structure of 'Key Project Command Headquarters - Command Headquarters Office - Sub-command Headquarters - County and Department-level Leadership Coordination Group' to lead and direct the planning and construction of key projects in the city. The Command Headquarters Office is located at the project promotion center, mainly responsible for the organization, coordination, promotion, and service work of provincial key projects, the daily work of 'Five Grabs and One Optimization and Promotion' in Yuncheng City, the '1311' major engineering projects in Yuncheng City, and the construction of key projects in our city.
Coordinated follow-up on all aspects. The project promotion center strengthens contact with units such as development and reform, statistics, engineering, and administrative approval, establishes a project work ledger, clarifies project start and completion times, investment plans, responsible units, and coordinating leaders, coordinates to solve problems in the construction of key projects, and provides full tracking services for 100 key projects. This year, a total of 45 key project scheduling meetings have been held, 5 centralized groundbreaking ceremonies organized, 3 project observation sessions organized, and 65 specific problems in 100 projects coordinated and resolved.
Supervision and reminders with strong feedback. Focus on project start rates, advancement rates, and production rates, conduct concentrated assessments, and follow up on supervision. Center staff have repeatedly visited key project sites, regularly supervising the handling of project procedures and the advancement of key projects, promptly addressing issues found, and providing on-site feedback on over 60 problems. For 18 key projects with slower progress, supervision reminder letters have been issued, requiring all units to take and strengthen measures to effectively promote project construction and ensure the timely completion of annual target tasks.
Early planning and preparation. Starting in September, the project promotion center took early action and fully launched the planning work for key projects in 2022. So far, a total of 189 key projects with a total investment of 61 billion yuan have been planned. Among them, 105 government investment projects with a total investment of 11 billion yuan focus on people's livelihood, infrastructure shortcomings, and urban function improvement; 84 social investment projects with a total investment of 50 billion yuan focus on the transformation and upgrading of traditional industries and the cultivation and growth of emerging industries, with a focus on developing 'six new' projects.
